It posits that scientific claims, like any other form of knowledge, are constructed within specific societal frameworks, necessitating sociological analysis of their origins and context rather than treating them as purely objective truths derived solely from nature. This approach sought to dismantle the traditional separation between the study of scientific facts and the social forces that shape scientific knowledge production.

The Strong Program emerged from the so-called Edinburgh school in the mid-1970s, gaining significant traction through the work of David Bloor, particularly in his 1976 book, Knowledge and Social Imagery. The group, based at the University of Edinburgh, proposed that scientific knowledge claims should be analysed as knowledge constructed within a specific societal framework. This perspective was philosophically inspired by Wittgenstein’s arguments concerning rules and the necessity of assessing similarity or difference when applying concepts. Early proponents introduced the concept of finitism to argue that the content of scientific knowledge could not be exempt from sociological scrutiny, challenging the view that scientific knowledge derived via the scientific method was entirely separate from social influence.

The most influential aspect of the Strong Program is its four core tenets: causality, impartiality, symmetry, and reflexivity. Causality requires analysts to systematically examine the causes and conditions that give rise to a particular body of knowledge, including external political structures or group interests. Impartiality demands that analysts assess all beliefs equally, irrespective of whether they are considered rational or irrational. Symmetry is central, requiring that all knowledge claims—whether true or false, rational or irrational—be explained using the same methods and reference to their social causes, rather than being solely referenced against ‘nature’. Finally, reflexivity insists that sociology itself must be subject to the same scrutiny as other forms of knowledge production, ensuring that sociological explanations are not exempt from social analysis.
Implications and Criticisms
The program aimed to treat all knowledge claims as material for sociological investigation, thereby challenging the previous assumption that scientific knowledge was inherently exempt from social influences. Bloor illustrated this by using the metaphor of a train crash to highlight how we focus on ‘the human factor’ when things go wrong, suggesting that phenomena deemed unproblematic (like functioning train services) are often excluded from sociological inquiry. The program faced criticism regarding inherent asymmetry, as it links scientific explanations to social interests while treating those interests as stable entities. Furthermore, the ‘problem of imputation’ was raised: determining how to link specific class interests directly to particular aspects of scientific belief remained a methodological challenge.
